In late December (2010), a new issue of number plates for Samoa was announced, to be supplied to vehicle owners free on the proviso their existing 2000 series plates have not been cut, damaged or lost. An article, reprinted below, in the Samoa Observer clarifies the situation

The old number plates on your vehicle will soon be a thing of the past.

The Land Transport Authority has introduced new number plates which feature the country's flag.
CEO Leasi Vainalepa Galuvao said the new plates – which
are black and white in colour - are part of the plan to introduce speed cameras.

"These colours can easily be picked up by the speed cameras," said Leasi.

"As you know, vehicle registration takes place annually. So this is when we will hand over the new license plates to car owners."
The new plates are free. It will only cost you if the existing plates on your car are damaged.

"The registration fee also includes the license plate," said Leasi. "But the car owners will have to pay $150 for the cost of the plate if the old one is damaged.

"If the numbers have faded and the plate is still in good condition, then the new plate will be handed over to the vehicle owner free of charge."
