During his visit to Spain (mid May 2001) he went to Bilbao in Basque country. According to Adrian, "They have severe problems with terrorism and the Bask (Germanic spelling) country got a mass of rights after Spain went to be a democratic state in 1976. A part of this is the right to use their own language and to have their own police. Here's a foto of a Bask police car plate. The nice E at the begining stands for Euskadi which means Bask in their language."
