Graphic plates from Thailand that lack the government seals on the lower right are simply souvenirs rather than government issued plates.

"Secondly, 4 digit graphic plates can only use a list of numbers that are reserved for auction. This is to catch out people making fake graphic plates. You can only obtain them at government run auctions that have a minimum bid of $13,500 in the cheapest use category" Jose Rodriguez del Castellano de Nueces y San Juan
