Wisconsin plates are issued on a 7 year rolling replate, meaning there are 2 valid bases on the roads today. The current base with black letters was introduced in June, 2000. There are two versions of the previous base. The one with thinner dies was issued starting in 1995 and can still be seen on the roads today. The thick die variety was issued beginning in March of 1987 and should be off the roads. In addition, this plate was first issued with blue letters in July, 1986. It was replaced due to concerns it looked too much like Illinois plates.
